Narrative:
I departed from 4n1 airport around XA30 on nov/sat/03 and planned to fly to cho airport. I checked in with new york departure and asked for flight following. I received a squawk and radar service. I was handed over to phl approach. Phl approach responded. When I flew under dc class B airspace, I called the controller from phl approach 2 times, but he never responded. He did not hand me over to potomac approach and did not discontinue radar services. I decided to leave dc area as soon as possible. I was contacted by police helicopter and forced to land.

Title: PLT OF PA28 WITHOUT BENEFIT OF A BRIEFING OR INDEPENDENT KNOWLEDGE OF PROCS FOR FLT IN THE DC ADIZ PENETRATES SAME AND IS INTERCEPTED AND FORCED TO LAND.
Narrative: I DEPARTED FROM 4N1 ARPT AROUND XA30 ON NOV/SAT/03 AND PLANNED TO FLY TO CHO ARPT. I CHKED IN WITH NEW YORK DEP AND ASKED FOR FLT FOLLOWING. I RECEIVED A SQUAWK AND RADAR SVC. I WAS HANDED OVER TO PHL APCH. PHL APCH RESPONDED. WHEN I FLEW UNDER DC CLASS B AIRSPACE, I CALLED THE CTLR FROM PHL APCH 2 TIMES, BUT HE NEVER RESPONDED. HE DID NOT HAND ME OVER TO POTOMAC APCH AND DID NOT DISCONTINUE RADAR SVCS. I DECIDED TO LEAVE DC AREA ASAP. I WAS CONTACTED BY POLICE HELI AND FORCED TO LAND.
