Narrative:
Tower wind reported 080 degrees/10 KTS wet runway. Aircraft autobrakes #2 selected during landing without rollout on runway 31. Tower instructed us to turn left, exit the runway at taxiway right. I saw the sign for taxiway south coming up, felt that our speed was too fast to comfortably assure taxi speed by taxiway right and told the first officer to report unable. As soon as he called 'unable taxiway right,' I heard the tower give a takeoff clearance for runway 4. Using aggressive braking, I was able to stop the aircraft just short of the runway 4 intersection and avoid an incursion. However, due to our position on the runway (unable to turn off) and confusion in communications, the aircraft behind us had to go around. No rules were violated, but definitely some communication breakdown. It would have helped if tower had given us a heads-up on initial contact to see if we could make taxiway right, which I probably would have declined due to conditions, or hold short runway 4 instead of waiting until the middle of the landing rollout.
Original NASA ASRS Text
Title: S80 LNDG LGA MISSED ATC ASSIGNED TURNOFF RESULTING WITH A GAR.
Narrative: TWR WIND RPTED 080 DEGS/10 KTS WET RWY. ACFT AUTOBRAKES #2 SELECTED DURING LNDG WITHOUT ROLLOUT ON RWY 31. TWR INSTRUCTED US TO TURN L, EXIT THE RWY AT TXWY R. I SAW THE SIGN FOR TXWY S COMING UP, FELT THAT OUR SPD WAS TOO FAST TO COMFORTABLY ASSURE TAXI SPD BY TXWY R AND TOLD THE FO TO RPT UNABLE. AS SOON AS HE CALLED 'UNABLE TXWY R,' I HEARD THE TWR GIVE A TKOF CLRNC FOR RWY 4. USING AGGRESSIVE BRAKING, I WAS ABLE TO STOP THE ACFT JUST SHORT OF THE RWY 4 INTXN AND AVOID AN INCURSION. HOWEVER, DUE TO OUR POS ON THE RWY (UNABLE TO TURN OFF) AND CONFUSION IN COMS, THE ACFT BEHIND US HAD TO GO AROUND. NO RULES WERE VIOLATED, BUT DEFINITELY SOME COM BREAKDOWN. IT WOULD HAVE HELPED IF TWR HAD GIVEN US A HEADS-UP ON INITIAL CONTACT TO SEE IF WE COULD MAKE TXWY R, WHICH I PROBABLY WOULD HAVE DECLINED DUE TO CONDITIONS, OR HOLD SHORT RWY 4 INSTEAD OF WAITING UNTIL THE MIDDLE OF THE LNDG ROLLOUT.
