Narrative:

The problem was a speed overtake of 2 aircraft on a climb out of cleveland. The overtake was noticed and I climbed the first aircraft to FL190. The first aircraft (an H25B) usually a fast clber -- especially when at slow speed) was given the climb clearance as the B737 was leaving 13000 ft. Since the B737 was only cleared to 15000 ft, it is expected for the climb to slow as to anticipate being level at 15000 ft. However, the B737 climbed extremely fast until level and had already reduced due to the H25B slow airspeed.

Title: OP ERROR OCCURRED WHEN A ZOB ARTCC RADAR CTLR ALLOWED A B737 TO OVERTAKE AN HS25 DURING DEP CLB.

Narrative: THE PROB WAS A SPD OVERTAKE OF 2 ACFT ON A CLBOUT OF CLEVELAND. THE OVERTAKE WAS NOTICED AND I CLBED THE FIRST ACFT TO FL190. THE FIRST ACFT (AN H25B) USUALLY A FAST CLBER -- ESPECIALLY WHEN AT SLOW SPD) WAS GIVEN THE CLB CLRNC AS THE B737 WAS LEAVING 13000 FT. SINCE THE B737 WAS ONLY CLRED TO 15000 FT, IT IS EXPECTED FOR THE CLB TO SLOW AS TO ANTICIPATE BEING LEVEL AT 15000 FT. HOWEVER, THE B737 CLBED EXTREMELY FAST UNTIL LEVEL AND HAD ALREADY REDUCED DUE TO THE H25B SLOW AIRSPD.
