Dca -- departing runway 1 with wind reported at 330 degrees at 22 KTS gusting to 32 KTS. After takeoff to avoid P-56, the captain said turn to a heading of 310 degrees to maintain winddrift from blowing us into P-56. To keep us west of P-56 at dca, potomac departure asked us what heading are you on aircraft X. We replied 310 degrees. Departure: 'who assigned that heading?' aircraft X: 'we chose this to avoid P-56 due to high winds.' departure: 'you cannot turn to that heading due to arrs at dca, turn to approximately 330 degrees.' aircraft X: 'we complied.' that is the end of the conflict, or issue.
