Narrative:
I have noticed that in the last couple of yrs that the air traffic controllers at brackett field airport (poc) have been putting into the ATIS recording the following. 'On initial contact say position, request, and information X.' this procedure instead of saving radio traffic time causes a delay, because aircraft are 'doubling up' on each other. I had to make several calls to establish contact with the tower. This procedure is a controller's way to eliminate the 'wake-up call.' the aircraft flying do not know when to talk because the controllers are not 'controling the frequency.' I talked with the manager of the tower a couple of months ago and was told he would not change the policy. I feel this is a dangerous situation, and could be a significant factor in an accident. Further, when a pilot does not give this information the controller then says 'nxxx, brackett tower, say position and request.' (the pilots should know what to say, and the ATC attempt to save radio time is further wasted.)

Title: AS50 PLT QUESTIONS POC VFR INBOUND PROC REQUIRING PLT TO STATE ATIS CODE, POS AND REQUEST. RPTR BELIEVES THIS CAUSES DELAY, ESPECIALLY WHEN NOT COMPLIED WITH BY PLTS.
Narrative: I HAVE NOTICED THAT IN THE LAST COUPLE OF YRS THAT THE AIR TFC CTLRS AT BRACKETT FIELD ARPT (POC) HAVE BEEN PUTTING INTO THE ATIS RECORDING THE FOLLOWING. 'ON INITIAL CONTACT SAY POS, REQUEST, AND INFO X.' THIS PROC INSTEAD OF SAVING RADIO TFC TIME CAUSES A DELAY, BECAUSE ACFT ARE 'DOUBLING UP' ON EACH OTHER. I HAD TO MAKE SEVERAL CALLS TO ESTABLISH CONTACT WITH THE TWR. THIS PROC IS A CTLR'S WAY TO ELIMINATE THE 'WAKE-UP CALL.' THE ACFT FLYING DO NOT KNOW WHEN TO TALK BECAUSE THE CTLRS ARE NOT 'CTLING THE FREQ.' I TALKED WITH THE MGR OF THE TWR A COUPLE OF MONTHS AGO AND WAS TOLD HE WOULD NOT CHANGE THE POLICY. I FEEL THIS IS A DANGEROUS SIT, AND COULD BE A SIGNIFICANT FACTOR IN AN ACCIDENT. FURTHER, WHEN A PLT DOES NOT GIVE THIS INFO THE CTLR THEN SAYS 'NXXX, BRACKETT TWR, SAY POS AND REQUEST.' (THE PLTS SHOULD KNOW WHAT TO SAY, AND THE ATC ATTEMPT TO SAVE RADIO TIME IS FURTHER WASTED.)
