Narrative:
Taxi out from FBO at luk at XA50 local, in darkness. Luk tower opens at XB00 local. Seeing as tower was closed, we made calls on CTAF, 118.7, leaving ramp, on taxiway a, and approaching the hold short for runway 21L, advising of our position and intentions. We also asked any other traffic at luk to say their intentions. No other traffic was observed on CTAF. Fresh ATIS at XA50 with winds calm, 10 SM visibility, 1400 ft overcast. Because tower was closed, we received our IFR clearance from cvg departure control with a hold/call for release. Extreme vigilance was used while taxiing to runway 21L, due to uncontrolled field and we switched on all our exterior lights and strobes well before reaching runway 21L. No other traffic was observed. At the hold short area for runway 21L we still monitored CTAF and received our release from ATC on the other radio. Before crossing hold short line, we announced our position and intentions on CTAF and then positioned onto runway 21L. Runway looked clear and with all checklists complete, we advanced the power for takeoff. At that moment the landing lights of another aircraft suddenly appeared, taking off directly opposite us on runway 3R. We both noticed this at the same time and yelled 'abort, aircraft on the runway.' we slowed quickly from about 50 KIAS and the other aircraft immediately turned off the runway. At that moment, tower opened and also cleared us to back taxi and position and hold runway 21L. Tower also questioned the other aircraft (cessna 210) and asked him what the hell he was doing and where were his radio calls. He was also quizzed as to whether he had heard any of our CTAF calls. After briefing the passenger and completing the appropriate checklists we were cleared for an uneventful takeoff on runway 21L. The cessna 210 pilot used extremely poor judgement in at least 3 areas: 1) no xmissions or listening watch on CTAF. 2) he had attempted to get his clearance from cvg departure, just like we did, but he was told to hold and was not released. 3) he was then attempting to takeoff VFR into a 1400 ft overcast and presumably hoping to pick up his IFR clearance airborne.

AT THE HOLD SHORT AREA FOR RWY 21L WE STILL MONITORED CTAF AND RECEIVED OUR RELEASE FROM ATC ON THE OTHER RADIO. BEFORE XING HOLD SHORT LINE, WE ANNOUNCED OUR POS AND INTENTIONS ON CTAF AND THEN POSITIONED ONTO RWY 21L. RWY LOOKED CLR AND WITH ALL CHKLISTS COMPLETE, WE ADVANCED THE PWR FOR TKOF. AT THAT MOMENT THE LNDG LIGHTS OF ANOTHER ACFT SUDDENLY APPEARED, TAKING OFF DIRECTLY OPPOSITE US ON RWY 3R. WE BOTH NOTICED THIS AT THE SAME TIME AND YELLED 'ABORT, ACFT ON THE RWY.' WE SLOWED QUICKLY FROM ABOUT 50 KIAS AND THE OTHER ACFT IMMEDIATELY TURNED OFF THE RWY. AT THAT MOMENT, TWR OPENED AND ALSO CLRED US TO BACK TAXI AND POS AND HOLD RWY 21L. TWR ALSO QUESTIONED THE OTHER ACFT (CESSNA 210) AND ASKED HIM WHAT THE HELL HE WAS DOING AND WHERE WERE HIS RADIO CALLS. HE WAS ALSO QUIZZED AS TO WHETHER HE HAD HEARD ANY OF OUR CTAF CALLS. AFTER BRIEFING THE PAX AND COMPLETING THE APPROPRIATE CHKLISTS WE WERE CLRED FOR AN UNEVENTFUL TKOF ON RWY 21L.
