Narrative:
Aircraft #1 was eastbound at FL330. Aircraft #2 was wbound at FL350. Aircraft #1 requested a climb to FL370. Since there was oncoming traffic (aircraft #2), I asked aircraft #1 how long it would take him to climb to and be level at FL370. His response was '2 1/2 mins.' I issued the climb clearance with a restr to be level at FL370 at XA59Z (2 1/2 mins). I also issued a time hack. At XA59Z, aircraft #1 was leaving FL360. When I questioned how much longer it would take, he replied 'another min. I had to slow it up.' I then issued vectors to both aircraft in an attempt to save separation. Separation was lost.

Title: AFTER BEING ISSUED A CRITICAL TIME HACK CLB CLRNC, A CLBING ACR FAILS TO ADVISE ZMP IN A TIMELY MANNER OF A CHANGE OF ACFT CLB CAPABILITY, RESULTING IN A CONFLICT WITH A CRUISE LEVEL, ENRTE ACR. CTLR VECTORS UNABLE TO MAINTAIN SEPARATION.
Narrative: ACFT #1 WAS EBOUND AT FL330. ACFT #2 WAS WBOUND AT FL350. ACFT #1 REQUESTED A CLB TO FL370. SINCE THERE WAS ONCOMING TFC (ACFT #2), I ASKED ACFT #1 HOW LONG IT WOULD TAKE HIM TO CLB TO AND BE LEVEL AT FL370. HIS RESPONSE WAS '2 1/2 MINS.' I ISSUED THE CLB CLRNC WITH A RESTR TO BE LEVEL AT FL370 AT XA59Z (2 1/2 MINS). I ALSO ISSUED A TIME HACK. AT XA59Z, ACFT #1 WAS LEAVING FL360. WHEN I QUESTIONED HOW MUCH LONGER IT WOULD TAKE, HE REPLIED 'ANOTHER MIN. I HAD TO SLOW IT UP.' I THEN ISSUED VECTORS TO BOTH ACFT IN AN ATTEMPT TO SAVE SEPARATION. SEPARATION WAS LOST.
