Narrative:
On or about dec/sat/03, I observed a repair in progress to the r-hand inboard flap on an airbus A300-600. I asked the mechanic about some bent ribs on the new rib 7 being installed. He stated that he was unaware of this condition and that he was continuing the match drilling per his turnover report. At this point we sought further advice from our crew chief. After some discussion, a non routine repair form was generated on the damage. On dec/wed/03, I contacted the same crew chief and inquired about rib 7. I was informed that the damage had been straightened and that the repair was continuing. I informed the crew chief that straightening dents on a machined part is generally unacceptable and he indicated his concurrence. On dec/thu/03, I again contacted the same crew chief and specifically asked about ndt inspection and/or engineering approval. I was informed that management was aware of the situation and that the repair continued without inspection or engineering approval. On dec/sat/93 airbus A300 was released to continue passenger service.

Title: AN AIRBUS 300, R INBOARD FLAP WAS REPAIRED IMPROPERLY. A MACHINED PART ON THE FLAP RIB WAS DENTED AND OUT OF REPAIR LIMITS PER THE STRUCTURAL REPAIR MANUAL.
Narrative: ON OR ABOUT DEC/SAT/03, I OBSERVED A REPAIR IN PROGRESS TO THE R-HAND INBOARD FLAP ON AN AIRBUS A300-600. I ASKED THE MECH ABOUT SOME BENT RIBS ON THE NEW RIB 7 BEING INSTALLED. I INFORMED THE CREW CHIEF THAT STRAIGHTENING DENTS ON A MACHINED PART IS GENERALLY UNACCEPTABLE AND HE INDICATED HIS CONCURRENCE. ON DEC/THU/03, I AGAIN CONTACTED THE SAME CREW CHIEF AND SPECIFICALLY ASKED ABOUT NDT INSPECTION AND/OR ENGINEERING APPROVAL. I WAS INFORMED THAT MGMNT WAS AWARE OF THE SIT AND THAT THE REPAIR CONTINUED WITHOUT INSPECTION OR ENGINEERING APPROVAL. ON DEC/SAT/93 AIRBUS A300 WAS RELEASED TO CONTINUE PAX SVC.
