Narrative:
Flight sjd-lax, arrived lax and was assigned a domestic gate. The plan was to deplane the passenger via the aft cabin door and bus them to the international terminal to clear customs. While we were waiting for the buses, coordinating with operations, and communicating with the passenger, first officer noticed that the fueler was at the refueling station. We called operations to advise them to call the fueler and tell him not to fuel us just yet. It was then that we noticed that he had already fueled the aircraft for its outbound fuel load. (We had been totally engaged in trying to coordinate our deplaning and had not noticed the fueling operation until it was too late.) customs had not met us yet and we had not been given clearance to open any door, nor were the stairs in position. We informed operations that fueling an aircraft without an exit available for the passenger was a violation and she said that she would inform the fueler.

Title: A B737 WAS AWAITING FOR CUSTOMS TO BE DEPLANED WITH THE DOORS CLOSED. THE FLT CREW DETECTED, AFTER THE FACT, THAT THEY WERE FUELED WHICH REQUIRES THE DOOR TO BE OPEN AND AS AN AVAILABLE EXIT FOR PAX.
Narrative: FLT SJD-LAX, ARRIVED LAX AND WAS ASSIGNED A DOMESTIC GATE. THE PLAN WAS TO DEPLANE THE PAX VIA THE AFT CABIN DOOR AND BUS THEM TO THE INTL TERMINAL TO CLR CUSTOMS. WHILE WE WERE WAITING FOR THE BUSES, COORDINATING WITH OPS, AND COMMUNICATING WITH THE PAX, FO NOTICED THAT THE FUELER WAS AT THE REFUELING STATION. WE CALLED OPS TO ADVISE THEM TO CALL THE FUELER AND TELL HIM NOT TO FUEL US JUST YET. IT WAS THEN THAT WE NOTICED THAT HE HAD ALREADY FUELED THE ACFT FOR ITS OUTBOUND FUEL LOAD.
