Narrative:

LR60 was on approach to bur runway 8. AA5 was sbound. I was working AA5 when LR60 cut across at same altitude (1800 ft MSL). I turned AA5 to the right to avoid. I was working local 2 (east side) at van nuys airport (vny). I observed local 1 (west side) call burbank tower (bur) and told them he was departing a learjet that would be landing there. I told local 1 that he could go direct through my airspace, but he declined. The learjet departed runway 34 and was instructed to make a left downwind departure which he did. The learjet conflicted with an aircraft inbound to vny from the west. The lear was given traffic and a frequency change to burbank tower. The lear turned east (final to bur runway 8). The lear's altitude was 2000 ft MSL to 1800 ft MSL. My sbound AA5 was about 2000 ft. I told the grumman to turn right and maneuver, however, to avoid lear.

Narrative: LR60 WAS ON APCH TO BUR RWY 8. AA5 WAS SBOUND. I WAS WORKING AA5 WHEN LR60 CUT ACROSS AT SAME ALT (1800 FT MSL). I TURNED AA5 TO THE R TO AVOID. I WAS WORKING LCL 2 (E SIDE) AT VAN NUYS ARPT (VNY). I OBSERVED LCL 1 (W SIDE) CALL BURBANK TWR (BUR) AND TOLD THEM HE WAS DEPARTING A LEARJET THAT WOULD BE LNDG THERE. I TOLD LCL 1 THAT HE COULD GO DIRECT THROUGH MY AIRSPACE, BUT HE DECLINED. THE LEARJET DEPARTED RWY 34 AND WAS INSTRUCTED TO MAKE A L DOWNWIND DEP WHICH HE DID. THE LEARJET CONFLICTED WITH AN ACFT INBOUND TO VNY FROM THE W. THE LEAR WAS GIVEN TFC AND A FREQ CHANGE TO BURBANK TWR. THE LEAR TURNED E (FINAL TO BUR RWY 8). THE LEAR'S ALT WAS 2000 FT MSL TO 1800 FT MSL. MY SBOUND AA5 WAS ABOUT 2000 FT. I TOLD THE GRUMMAN TO TURN R AND MANEUVER, HOWEVER, TO AVOID LEAR.
