Narrative:

During approach at localizer intercept, we had no localizer and VOR DME. Information was suddenly lost on the arc leaving us no navigation information with rising terrain in front of us with unknown ht and total momentary loss of navigation. Missed approach procedure is to maintain 5000 ft -- which was below us. Not knowing how high the terrain was in our immediate area, we immediately climbed to 14000 ft, the altitude we knew where the tops of clouds were and informed center of our action. Callback conversation with reporter revealed the following information: reporter advised that the equipment problem was attributed to a failed GPS selector switch. The reporter stated that he was more concerned with the local terrain as his reason to 'climb on top' as an evasive action procedure than complying with the published map. Reporter advised that zan had no reported air traffic in the local area having called to report the nature of the incident. Reporter stated that there were no passenger on board.

Title: LJ25 FLT CREW EXECUTE A MISSED APCH TO 14000 FT AFTER A LOSS OF NAV EQUIP WHILE ON APCH TO PAKT DSNDING THROUGH 6800 FT.

Narrative: DURING APCH AT LOC INTERCEPT, WE HAD NO LOC AND VOR DME. INFO WAS SUDDENLY LOST ON THE ARC LEAVING US NO NAV INFO WITH RISING TERRAIN IN FRONT OF US WITH UNKNOWN HT AND TOTAL MOMENTARY LOSS OF NAV. MISSED APCH PROC IS TO MAINTAIN 5000 FT -- WHICH WAS BELOW US. NOT KNOWING HOW HIGH THE TERRAIN WAS IN OUR IMMEDIATE AREA, WE IMMEDIATELY CLBED TO 14000 FT, THE ALT WE KNEW WHERE THE TOPS OF CLOUDS WERE AND INFORMED CTR OF OUR ACTION. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR ADVISED THAT THE EQUIP PROB WAS ATTRIBUTED TO A FAILED GPS SELECTOR SWITCH. THE RPTR STATED THAT HE WAS MORE CONCERNED WITH THE LCL TERRAIN AS HIS REASON TO 'CLB ON TOP' AS AN EVASIVE ACTION PROC THAN COMPLYING WITH THE PUBLISHED MAP. RPTR ADVISED THAT ZAN HAD NO RPTED AIR TFC IN THE LCL AREA HAVING CALLED TO RPT THE NATURE OF THE INCIDENT. RPTR STATED THAT THERE WERE NO PAX ON BOARD.
