Narrative:
VOR-DME approach into paso robles. Broke through 1000 ft broken/overcast layer and observed cessna agcat landing straight-in runway 13, as we were approaching runway 31 threshold. We made evasive climbing left turn. Other aircraft made abrupt left turn, eventually landing on runway 13. Wind was calm. Unable to locate aircraft on field, likely parked in hangar. Radio calls unanswered. I announced my position on unicom frequently.

Title: ON FINAL TO PRB RWY 31, PA32 INITIATES A GAR JUST BEFORE A C188 ON FINAL TO RWY 13, ALSO RECOGNIZES A CONFLICT AND MAKES A GAR.
Narrative: VOR-DME APCH INTO PASO ROBLES. BROKE THROUGH 1000 FT BROKEN/OVCST LAYER AND OBSERVED CESSNA AGCAT LNDG STRAIGHT-IN RWY 13, AS WE WERE APCHING RWY 31 THRESHOLD. WE MADE EVASIVE CLBING L TURN. OTHER ACFT MADE ABRUPT L TURN, EVENTUALLY LNDG ON RWY 13. WIND WAS CALM. UNABLE TO LOCATE ACFT ON FIELD, LIKELY PARKED IN HANGAR. RADIO CALLS UNANSWERED. I ANNOUNCED MY POS ON UNICOM FREQUENTLY.
