Narrative:

On arrival tappa, found rain shower in progress. ATC gave WX ok for approach. Shot approach and missed due to low visibility. Entered hold at omrel per ATC and again cleared for approach. At omrel WX reported zero visibility runway 7. Other carrier proceeded inbound for runway 25 approach which had legal visibility. We didn't have fuel to loiter. Spent excessive time at low altitude due to tapa manual environment. Inbound sju, re-evaluated fuel and decided that we couldn't tolerate delay at sju. Declared fuel emergency to expedite handling. All sju facilities were excellent in our handling.
