Narrative:
The aircraft was preflted with a checklist. During starting procedure the engine was over-primed with fuel. The flooded engine start procedure was used. This did not allow engine start. Upon the second start after priming, smoke was noticed coming out of the engine cowling. The aircraft was evacuate/evacuationed.

Title: C182 PLT OVER-PRIMED THE ENG FOR ENG START. AN ENG FIRE WAS THE RESULT.
Narrative: THE ACFT WAS PREFLTED WITH A CHKLIST. DURING STARTING PROC THE ENG WAS OVER-PRIMED WITH FUEL. THE FLOODED ENG START PROC WAS USED. THIS DID NOT ALLOW ENG START. UPON THE SECOND START AFTER PRIMING, SMOKE WAS NOTICED COMING OUT OF THE ENG COWLING. THE ACFT WAS EVACED.
