Narrative:
The event occurred at deep dusk in the landing phase with aircraft #2 landing short and aircraft #1 overflying and landing long, unaware of aircraft #2 below. Aircraft #1 taxied to hangar and shut down. Aircraft #2 followed and shut down. It was at that time pilot #1 became aware of incident when informed by pilot #2. Pilot #2's account is as follows: pilot #2 reported on 45 degree entry for runway 17. He heard radio call from pilot #1, but calls were garbled. On base and final, he noted aircraft #1 higher and overtaking him and made calls advising his position. On final, aircraft #1 passed over aircraft #2 just prior/just after aircraft #2's landing and landing beyond aircraft #2. Aircraft #1 was operating with position lights, 3 strobes (wingtips and tail) and landing lights. Aircraft #2 turned on and demonstrated strobe on top of fuselage behind cabin to be operational. It is unknown if this and other lights were in operation at time of incident. Aircraft #1 climbed to above 600 ft AGL and started left turn to crosswind and turned to downwind at approximately 1000 ft AGL. Closed pattern takeoffs and position reporting were conducted throughout flight. A high approach, base and final were flown at approximately 80 KTS slowing to 70 KTS before power-off approach and landing. No visual contact nor communications from aircraft #2 were heard. A later check of radios showed that the volume control for communication #2) which was being used, was at minimum setting. An investigation showed that there is no audible reception in this position.

ACFT #2 FOLLOWED AND SHUT DOWN. IT WAS AT THAT TIME PLT #1 BECAME AWARE OF INCIDENT WHEN INFORMED BY PLT #2. PLT #2'S ACCOUNT IS AS FOLLOWS: PLT #2 RPTED ON 45 DEG ENTRY FOR RWY 17. A HIGH APCH, BASE AND FINAL WERE FLOWN AT APPROX 80 KTS SLOWING TO 70 KTS BEFORE PWR-OFF APCH AND LNDG. NO VISUAL CONTACT NOR COMS FROM ACFT #2 WERE HEARD. A LATER CHK OF RADIOS SHOWED THAT THE VOLUME CTL FOR COM #2) WHICH WAS BEING USED, WAS AT MINIMUM SETTING. AN INVESTIGATION SHOWED THAT THERE IS NO AUDIBLE RECEPTION IN THIS POS.
