Narrative:
On jan/tue/04, while performing an ETOPS 2 inspection on an air carrier X, B767 some foreign object damage was found on one of the #2 engine fan blades. I researched the damage limits in the aircraft maintenance manual and notified by phone and facsimile my findings to maintenance operations control. The technician services representatives responded that the damage to the blade should be blended per aircraft maintenance manual and further maintenance deferred per the aircraft maintenance manual. I completed the work and deferral per aircraft maintenance manual and completed logbook entries. After further inspection at ZZZ1 international airport it was determined that the damaged blade should be replaced.

Title: A B767-300 WAS DISPATCHED IN NON COMPLIANCE WITH #2 ENG ONE IMPROPERLY REPAIRED AND BLENDED FAN BLADE OUT OF LIMITS.
Narrative: ON JAN/TUE/04, WHILE PERFORMING AN ETOPS 2 INSPECTION ON AN ACR X, B767 SOME FOREIGN OBJECT DAMAGE WAS FOUND ON ONE OF THE #2 ENG FAN BLADES. I RESEARCHED THE DAMAGE LIMITS IN THE ACFT MAINT MANUAL AND NOTIFIED BY PHONE AND FAX MY FINDINGS TO MAINT OPS CTL. THE TECHNICIAN SVCS REPRESENTATIVES RESPONDED THAT THE DAMAGE TO THE BLADE SHOULD BE BLENDED PER ACFT MAINT MANUAL AND FURTHER MAINT DEFERRED PER THE ACFT MAINT MANUAL. I COMPLETED THE WORK AND DEFERRAL PER ACFT MAINT MANUAL AND COMPLETED LOGBOOK ENTRIES. AFTER FURTHER INSPECTION AT ZZZ1 INTL ARPT IT WAS DETERMINED THAT THE DAMAGED BLADE SHOULD BE REPLACED.
