Narrative:
Aircraft X departed runway 27R at atl. As the aircraft got about 7 mi southwest, I observed their ground speed at 160 KTS. I told the aircraft to increase speed to 250 KTS and asked the pilots their speed (165 KTS). According to the atlanta 5 departure, aircraft are required to immediately accelerate to 250 KTS or advise the tower. Atl tower routinely clears aircraft for takeoff based on pilots adhering to the SID requirements. A heavy airbus climbing out at 165 KTS with subsequent aircraft climbing out at 250 KTS will very quickly become an unsafe situation.

Title: AN AIRBUS 340 DEPARTS ATL ON THE ATL 5 SID AND FAILS TO COMPLY WITH THE SPD INSTRUCTION OF 250 KTS.
Narrative: ACFT X DEPARTED RWY 27R AT ATL. AS THE ACFT GOT ABOUT 7 MI SW, I OBSERVED THEIR GND SPD AT 160 KTS. I TOLD THE ACFT TO INCREASE SPD TO 250 KTS AND ASKED THE PLTS THEIR SPD (165 KTS). ACCORDING TO THE ATLANTA 5 DEP, ACFT ARE REQUIRED TO IMMEDIATELY ACCELERATE TO 250 KTS OR ADVISE THE TWR. ATL TWR ROUTINELY CLRS ACFT FOR TKOF BASED ON PLTS ADHERING TO THE SID REQUIREMENTS. A HVY AIRBUS CLBING OUT AT 165 KTS WITH SUBSEQUENT ACFT CLBING OUT AT 250 KTS WILL VERY QUICKLY BECOME AN UNSAFE SIT.
