Narrative:
I was arriving to ryy on an IFR flight plan. VMC conditions prevailed, but I was unable to identify the airport until 4 NM out. I switched to tower and heard another aircraft doing touch-and-goes. Tower cleared me to land after I checked in and announced a left base for runway 9, the active runway. Tower notified me I was #2 for airport, following PA28 on final. I was unable to make visual on aircraft in front of me, although I had a TCASII on him. Noticing that I would be unable to make a safe landing before the other traffic would clear active runway, I notified the tower I would go around. He acknowledged my go around, but also told PA28 to go around. I clarified urgently that I was going around (given proximity of PA28, he would have climbed right into me). The tower amended his clearance to PA28 advising him to land. After making right traffic, I made an uneventful landing. Contributing factors: airport was very congested with traffic. Controller's inadequate situational awareness for IFR inbound traffic caused a slower aircraft (80 KTS) to be in front of a faster aircraft (120 KTS) that was on an IFR clearance to land. My inability to see the airport also contributed. Dusk and lots of city lights can make an airport difficult to spot, especially when abn was notamed OTS. Had I been able to spot the airport sooner, I could have checked in with the tower sooner.

Title: AN IFR TWIN CESSNA INBOUND TO RYY OVERRUNS A PA28 AND IS FORCED TO GO AROUND.
Narrative: I WAS ARRIVING TO RYY ON AN IFR FLT PLAN. VMC CONDITIONS PREVAILED, BUT I WAS UNABLE TO IDENT THE ARPT UNTIL 4 NM OUT. I SWITCHED TO TWR AND HEARD ANOTHER ACFT DOING TOUCH-AND-GOES. TWR CLRED ME TO LAND AFTER I CHKED IN AND ANNOUNCED A L BASE FOR RWY 9, THE ACTIVE RWY. TWR NOTIFIED ME I WAS #2 FOR ARPT, FOLLOWING PA28 ON FINAL.
