Narrative:
First officer flying ILS into ida runway 20. Controller informed crew to report OM. First officer was getting low on GS, so captain informed the first officer to take corrective action. Approximately 1 mi outside the OM, captain started completing the before landing checklist. First officer was still low on the GS. Captain informed copilot to immediately start climbing to recapture GS. At this point, aircraft had passed through the OM. Captain finished completing before landing checklist. At this point, circuit breaker for altitude indicator and HSI popped. Captain momentarily lost instruments until circuit breaker was reset. Aircraft broke out of IMC approximately 400 ft from the ground and 2 mi from runway. Clearance to land was issued by tower and read back by captain. After a normal landing was made, aircraft exited the runway. Controller told crew a deviation had occurred because of a failure to report the OM. No enforcement action was taken by controller. Crew was distraction by position of aircraft on ILS GS and momentarily loss of flight instruments.

Title: AN LR25 FLT CREW FLIES AN INEXACT ILS APCH TO RWY 20 AT IDA, ID.
Narrative: FO FLYING ILS INTO IDA RWY 20. CTLR INFORMED CREW TO RPT OM. FO WAS GETTING LOW ON GS, SO CAPT INFORMED THE FO TO TAKE CORRECTIVE ACTION. APPROX 1 MI OUTSIDE THE OM, CAPT STARTED COMPLETING THE BEFORE LNDG CHKLIST. FO WAS STILL LOW ON THE GS. CAPT INFORMED COPLT TO IMMEDIATELY START CLBING TO RECAPTURE GS. AT THIS POINT, ACFT HAD PASSED THROUGH THE OM. CAPT FINISHED COMPLETING BEFORE LNDG CHKLIST. AT THIS POINT, CIRCUIT BREAKER FOR ALT INDICATOR AND HSI POPPED. CAPT MOMENTARILY LOST INSTS UNTIL CIRCUIT BREAKER WAS RESET. ACFT BROKE OUT OF IMC APPROX 400 FT FROM THE GND AND 2 MI FROM RWY. CLRNC TO LAND WAS ISSUED BY TWR AND READ BACK BY CAPT.
