Narrative:
Last clearance received from jax center was to descend and maintain 4000 ft and expect the visual approach for runway 18. We heard aircraft Y transmit on frequency, but we started to loose jax center xmissions at 4000 ft. We thought we heard a garbled transmission for aircraft Y to climb to 'three thousand.' we were at 4000 ft and approximately 2 mi from the szw VOR. We did not see aircraft Y visually, but saw the aircraft Y on TCAS, with a trending climb. After about 10 seconds with no further xmissions, or xmissions heard, I took immediate action to descend from 4000 ft for runway 18 in tlh. We did get a TA from TCAS, but no RA in descent. We heard no further xmissions from jax center at all. This has been an ongoing problem with the center frequency that we get while approaching or deping tlh late at night while the tower in tlh is closed. After lnding, aircraft Y had to relay xmissions for another jax center frequency, so we could cancel the IFR flight plan. They, jax center, queried us as to whether or not we saw the traffic leaving tlh. I explained, briefly the situation, and they said, 'okay, we got a little nervous there when you started to descend, cancellation received, frequency change is approved, good night.'
