Narrative:
We were on the prfum rvav one departure. After contacting las departure, they cleared us to climb to FL190. ('Company flight number, climb and maintain FL190.') this is the first time I have had this particular clearance, and being based on the east coast, I don't get to las much. We leveled at 7000 ft about 4 mi before roppr. Just before roppr, ATC asked us if we were climbing to FL190. We were initiating the climb, and I responded, 'affirmative.' the controller remarked that he had noticed that we were level for a few mi. After arriving, I went to the lounge to look at the rbf's and found I remembered rbf #X differently, and that we were cleared unrestr to FL190. My concern with the agreed upon verbiage with las ATC is that it is non-standard compared to other locations. For example, in oak and ont, ATC specifically deletes the restr to your climb, otherwise you are expected to comply. It is exactly the opposite in las. My solution would be incorporate rbf #X into the las 10-7 pages on the actual departure pages.

Title: AFTER RECEIVING CLRNC TO FL190, FLT CREW OF B737 IS CONFUSED REF XING RESTR OF 7000 FT AT ROPPR VERSUS UNRESTR CLB ON LAS PRFUM RNAV DEP. RPTR IS CONCERNED WITH INCONSISTENT L30 PHRASEOLOGY VERSUS NCT PHRASEOLOGY WITH SID CLRNC RESTR CLRNCS.
Narrative: WE WERE ON THE PRFUM RVAV ONE DEP. AFTER CONTACTING LAS DEP, THEY CLRED US TO CLB TO FL190. ('COMPANY FLT NUMBER, CLB AND MAINTAIN FL190.') THIS IS THE FIRST TIME I HAVE HAD THIS PARTICULAR CLRNC, AND BEING BASED ON THE EAST COAST, I DON'T GET TO LAS MUCH. WE LEVELED AT 7000 FT ABOUT 4 MI BEFORE ROPPR. JUST BEFORE ROPPR, ATC ASKED US IF WE WERE CLBING TO FL190. WE WERE INITIATING THE CLB, AND I RESPONDED, 'AFFIRMATIVE.' THE CTLR REMARKED THAT HE HAD NOTICED THAT WE WERE LEVEL FOR A FEW MI. AFTER ARRIVING, I WENT TO THE LOUNGE TO LOOK AT THE RBF'S AND FOUND I REMEMBERED RBF #X DIFFERENTLY, AND THAT WE WERE CLRED UNRESTR TO FL190. MY CONCERN WITH THE AGREED UPON VERBIAGE WITH LAS ATC IS THAT IT IS NON-STANDARD COMPARED TO OTHER LOCATIONS. FOR EXAMPLE, IN OAK AND ONT, ATC SPECIFICALLY DELETES THE RESTR TO YOUR CLB, OTHERWISE YOU ARE EXPECTED TO COMPLY. IT IS EXACTLY THE OPPOSITE IN LAS. MY SOLUTION WOULD BE INCORPORATE RBF #X INTO THE LAS 10-7 PAGES ON THE ACTUAL DEP PAGES.
