Narrative:
When I arrived at the aircraft, maintenance was just finishing up dealing with an IRS problem, because the IRU's were left on with the battery switch off (I assume from the night before). Dealing with maintenance and this problem, the first officer failed to notice that the parking brake was not set. When we did the before starting engines checklist, we found the parking brake issue and set it at that point. Ground crew called us about that time and asked us if we released the brakes. I told them they were not set and we just set them. Ground crew said that the plane rolled back over the fueler's grounding cable and he could not retract the cable. When I set the parking brake, I didn't notice any movement, but thinking back when I was greeting the passenger, I noticed the aircraft move a little. Looking back, I believe the aircraft was moved when the ground crew was hooking the tug up to the aircraft and in doing so, slightly moved the aircraft back over the fueler's grounding cable.

Narrative: WHEN I ARRIVED AT THE ACFT, MAINT WAS JUST FINISHING UP DEALING WITH AN IRS PROB, BECAUSE THE IRU'S WERE LEFT ON WITH THE BATTERY SWITCH OFF (I ASSUME FROM THE NIGHT BEFORE). DEALING WITH MAINT AND THIS PROB, THE FO FAILED TO NOTICE THAT THE PARKING BRAKE WAS NOT SET. WHEN WE DID THE BEFORE STARTING ENGS CHKLIST, WE FOUND THE PARKING BRAKE ISSUE AND SET IT AT THAT POINT. GND CREW CALLED US ABOUT THAT TIME AND ASKED US IF WE RELEASED THE BRAKES. I TOLD THEM THEY WERE NOT SET AND WE JUST SET THEM. GND CREW SAID THAT THE PLANE ROLLED BACK OVER THE FUELER'S GNDING CABLE AND HE COULD NOT RETRACT THE CABLE. WHEN I SET THE PARKING BRAKE, I DIDN'T NOTICE ANY MOVEMENT, BUT THINKING BACK WHEN I WAS GREETING THE PAX, I NOTICED THE ACFT MOVE A LITTLE. LOOKING BACK, I BELIEVE THE ACFT WAS MOVED WHEN THE GND CREW WAS HOOKING THE TUG UP TO THE ACFT AND IN DOING SO, SLIGHTLY MOVED THE ACFT BACK OVER THE FUELER'S GNDING CABLE.
