Narrative:
A C560G was descending into avl. I had issued several altitudes, walking him down over the clt arrs. Aircraft Y, a C441, was VFR at 11500 ft with advisories. The airplane, the C441, (conquest ii) is a regular customer. I told aircraft X to expedite to 10000 ft, VFR traffic was called. It was very busy and I needed to get aircraft X under some IFR traffic. I looked and aircraft X had leveled at 13000 ft. No warning, no RA, nothing. I asked to verify descending to 10000 ft and he said he was. On the next radar update he was still at 13000 ft.

Title: ZTL RADAR CTLR OBSERVED A C560 LEVEL OFF ABOVE ASSIGNED ALT OF 10000 FT AND THEN RESTART DESCENT RESULTING IN A CONFLICT WITH C441 VFR AT 11500 FT.
Narrative: A C560G WAS DSNDING INTO AVL. I HAD ISSUED SEVERAL ALTS, WALKING HIM DOWN OVER THE CLT ARRS. ACFT Y, A C441, WAS VFR AT 11500 FT WITH ADVISORIES. THE AIRPLANE, THE C441, (CONQUEST II) IS A REGULAR CUSTOMER. I TOLD ACFT X TO EXPEDITE TO 10000 FT, VFR TFC WAS CALLED. IT WAS VERY BUSY AND I NEEDED TO GET ACFT X UNDER SOME IFR TFC. I LOOKED AND ACFT X HAD LEVELED AT 13000 FT. NO WARNING, NO RA, NOTHING. I ASKED TO VERIFY DSNDING TO 10000 FT AND HE SAID HE WAS. ON THE NEXT RADAR UPDATE HE WAS STILL AT 13000 FT.
