Narrative:
Sector was holding for teb/mmu. Traffic flow had resumed and then holding again after 5 mins. Volume in the sector was very heavy. Conflict was noticed at the last min and turns were insufficient to avoid error.

Title: WHILE HOLDING WAS IN PROGRESS AT A BUSY SECTOR, A C560 WAS ASSIGNED HOLDING AT AN OCCUPIED ALT RESULTING IN A LOSS OF SEPARATION.
Narrative: SECTOR WAS HOLDING FOR TEB/MMU. TFC FLOW HAD RESUMED AND THEN HOLDING AGAIN AFTER 5 MINS. VOLUME IN THE SECTOR WAS VERY HVY. CONFLICT WAS NOTICED AT THE LAST MIN AND TURNS WERE INSUFFICIENT TO AVOID ERROR.
