Narrative:
ZZZ interior shop repaired/refurbished B737-200 seats for our fleet. The ZZZ inspection department performed a final inspection of the seat upon the completion of the repair per the shop service order reference the task card. I have just become aware of a situation associated with the repair of these seats. In some instances the seat diaphragms have been removed, due to loose rivets, repositioned and support tubes re-drilled. This has been accomplished without addressing the original drilled holes in the support tube assemblies. The original holes drilled into the support tube are then covered by the seat diaphragms. Outward appearance is a properly installed and secure installation. The reason the inspection process has missed this issue in the past is due to the fact that the seat is in a repaired/completed condition and awaiting the final inspection. I was led to believe only the loose rivets were being replaced, not that they were drilling and relocation of the seat diaphragms without an approved procedure.

Title: A B737-200 SEAT SHOP TECHNICIAN RPTS REPLACING AND RELOCATING SEAT DIAPHRAGMS WITHOUT AN APPROVED PROC.
Narrative: ZZZ INTERIOR SHOP REPAIRED/REFURBISHED B737-200 SEATS FOR OUR FLEET. THE ZZZ INSPECTION DEPT PERFORMED A FINAL INSPECTION OF THE SEAT UPON THE COMPLETION OF THE REPAIR PER THE SHOP SVC ORDER REF THE TASK CARD. I HAVE JUST BECOME AWARE OF A SIT ASSOCIATED WITH THE REPAIR OF THESE SEATS. IN SOME INSTANCES THE SEAT DIAPHRAGMS HAVE BEEN REMOVED, DUE TO LOOSE RIVETS, REPOSITIONED AND SUPPORT TUBES RE-DRILLED. THIS HAS BEEN ACCOMPLISHED WITHOUT ADDRESSING THE ORIGINAL DRILLED HOLES IN THE SUPPORT TUBE ASSEMBLIES. THE ORIGINAL HOLES DRILLED INTO THE SUPPORT TUBE ARE THEN COVERED BY THE SEAT DIAPHRAGMS. OUTWARD APPEARANCE IS A PROPERLY INSTALLED AND SECURE INSTALLATION. THE REASON THE INSPECTION PROCESS HAS MISSED THIS ISSUE IN THE PAST IS DUE TO THE FACT THAT THE SEAT IS IN A REPAIRED/COMPLETED CONDITION AND AWAITING THE FINAL INSPECTION. I WAS LED TO BELIEVE ONLY THE LOOSE RIVETS WERE BEING REPLACED, NOT THAT THEY WERE DRILLING AND RELOCATION OF THE SEAT DIAPHRAGMS WITHOUT AN APPROVED PROC.
