Narrative:
Aircraft #1 was being climbed and vectored to avoid aircraft #2. Aircraft #1 miscalculated the rate of climb which influenced the controller's decision to not vector further away from traffic. Controller felt deceived by poor pilotage.

Title: ZID CTLR EXPERIENCED OPERROR AT FL315 WHEN ACFT DID NOT CLB AS EXPECTED.
Narrative: ACFT #1 WAS BEING CLBED AND VECTORED TO AVOID ACFT #2. ACFT #1 MISCALCULATED THE RATE OF CLB WHICH INFLUENCED THE CTLR'S DECISION TO NOT VECTOR FURTHER AWAY FROM TFC. CTLR FELT DECEIVED BY POOR PILOTAGE.
