Narrative:
Sector was busy holding arrs for dca at 17000 ft and FL190. WX was in the sector and around it. I was handling a dual flow for iad. I was receiving these aircraft as high as FL240 and diving them underneath the holding jets. WX was becoming a concern for the holding aircraft as well as a bwi aircraft I was working. During this time the DH8 departed off cho for lga on a bad route. He was headed right through my arrival corridor. I put him on vectors to climb him. I had also put the rj on a heading for spacing. The 2 headings were in confliction and by the time I realized it and tried corrective action; it was too late.

Title: ZDC CTLR EXPERIENCED OPERROR AT 11000 FT WHILE VECTORING 2 ACFT DURING A HVY TFC PERIOD.
Narrative: SECTOR WAS BUSY HOLDING ARRS FOR DCA AT 17000 FT AND FL190. WX WAS IN THE SECTOR AND AROUND IT. I WAS HANDLING A DUAL FLOW FOR IAD. I WAS RECEIVING THESE ACFT AS HIGH AS FL240 AND DIVING THEM UNDERNEATH THE HOLDING JETS. WX WAS BECOMING A CONCERN FOR THE HOLDING ACFT AS WELL AS A BWI ACFT I WAS WORKING. DURING THIS TIME THE DH8 DEPARTED OFF CHO FOR LGA ON A BAD RTE. HE WAS HEADED RIGHT THROUGH MY ARR CORRIDOR. I PUT HIM ON VECTORS TO CLB HIM. I HAD ALSO PUT THE RJ ON A HDG FOR SPACING. THE 2 HDGS WERE IN CONFLICTION AND BY THE TIME I REALIZED IT AND TRIED CORRECTIVE ACTION; IT WAS TOO LATE.
