Narrative:
Day VFR inside space of lance (FAF runway 9L). Cleared to land runway 9L. Shortly after, we heard tower clear an airplane for takeoff on runway 9L. We looked and did not see a cpr aircraft near the runway. We assumed the tower cleared the aircraft to take off on runway 9L. The only airplane near runway 9L was an F100. The F100 started moving to the takeoff position on runway 9L and I keyed the microphone and said air carrier xyz on 1 1/2 mi final for runway 9L. F100 stopped but was slightly over the hold line. First officer and I evaluated the situation and felt that safety was not compromised so we continued our approach and landing. We landed uneventfully. Taxiing in, we asked for the tower phone number and received it. In operations, I called the tower and talked to a supervisor. He said he was unaware of our event. He said he would listen to the tapes and thanked us for our input. Supplemental information from acn 613588: at approximately 1500-1000 ft AGL, I heard ord tower clear another aircraft for takeoff on runway 9L. I then looked over to the captain to see if he heard the same thing. I then remarked that maybe tower had misspoke and meant to say runway 9R for the other aircraft. At approximately 1000-800 ft AGL, I saw a company F100 taxiing towards runway 9L from the right side of the runway 9L threshold and pointed this out to the captain. By approximately 500-300 ft AGL, the F100 had clearly come to a stop. At 300 ft AGL, I asked the captain if he wanted me to go around. He told me to continue with the landing, which was uneventful.

Title: POTENTIAL GND CONFLICT BTWN A LNDG MD80 ON A 3 MI FINAL AND AN F100 THAT CROSSED THE HOLD SHORT LINE FOR RWY 9L AFTER BEING CLRED INTO POS FOR TKOF BY LCL CTLR AT ORD, IL.
Narrative: DAY VFR INSIDE SPACE OF LANCE (FAF RWY 9L). CLRED TO LAND RWY 9L. SHORTLY AFTER, WE HEARD TWR CLR AN AIRPLANE FOR TKOF ON RWY 9L. WE LOOKED AND DID NOT SEE A CPR ACFT NEAR THE RWY. WE ASSUMED THE TWR CLRED THE ACFT TO TAKE OFF ON RWY 9L. THE ONLY AIRPLANE NEAR RWY 9L WAS AN F100. THE F100 STARTED MOVING TO THE TKOF POS ON RWY 9L AND I KEYED THE MIKE AND SAID ACR XYZ ON 1 1/2 MI FINAL FOR RWY 9L. F100 STOPPED BUT WAS SLIGHTLY OVER THE HOLD LINE. SUPPLEMENTAL INFO FROM ACN 613588: AT APPROX 1500-1000 FT AGL, I HEARD ORD TWR CLR ANOTHER ACFT FOR TKOF ON RWY 9L. I THEN LOOKED OVER TO THE CAPT TO SEE IF HE HEARD THE SAME THING. I THEN REMARKED THAT MAYBE TWR HAD MISSPOKE AND MEANT TO SAY RWY 9R FOR THE OTHER ACFT. AT APPROX 1000-800 FT AGL, I SAW A COMPANY F100 TAXIING TOWARDS RWY 9L FROM THE R SIDE OF THE RWY 9L THRESHOLD AND POINTED THIS OUT TO THE CAPT. BY APPROX 500-300 FT AGL, THE F100 HAD CLRLY COME TO A STOP. AT 300 FT AGL, I ASKED THE CAPT IF HE WANTED ME TO GO AROUND. HE TOLD ME TO CONTINUE WITH THE LNDG, WHICH WAS UNEVENTFUL.
