Narrative:

I'm an a&P for an airline at ZZZ working on an E-10 check on a saab 340. I found the emergency landing gear release access door, on the first officer's side of the cockpit floor (left side), had installed vinyl floor covering over the r-hand side of the door. The door is hinged on the l-hand side and lifts open on the r-hand side. The vinyl covering over the r-hand side prevented the door from being opened. I cut out the vinyl covering on the door, so it can be opened and enclosed copy of non routine work card describing that. Saab 340 had been at ZZZ1 for c-chk and was released around mar/fri/04.

Title: A SAAB 340 WAS DISCOVERED DURING A ROUTINE CHK TO HAVE A RECENT VINYL COCKPIT FLOOR INSTALLATION COVERING THE EMER LNDG GEAR RELEASE ACCESS DOOR.

Narrative: I'M AN A&P FOR AN AIRLINE AT ZZZ WORKING ON AN E-10 CHK ON A SAAB 340. I FOUND THE EMER LNDG GEAR RELEASE ACCESS DOOR, ON THE FO'S SIDE OF THE COCKPIT FLOOR (L SIDE), HAD INSTALLED VINYL FLOOR COVERING OVER THE R-HAND SIDE OF THE DOOR. THE DOOR IS HINGED ON THE L-HAND SIDE AND LIFTS OPEN ON THE R-HAND SIDE. THE VINYL COVERING OVER THE R-HAND SIDE PREVENTED THE DOOR FROM BEING OPENED. I CUT OUT THE VINYL COVERING ON THE DOOR, SO IT CAN BE OPENED AND ENCLOSED COPY OF NON ROUTINE WORK CARD DESCRIBING THAT. SAAB 340 HAD BEEN AT ZZZ1 FOR C-CHK AND WAS RELEASED AROUND MAR/FRI/04.
