Narrative:
Typical cenrap problems! I now question the times that maintenance schedules to take radar OTS. Consider this report filed by each and every controller from mobile. Callback conversation with reporter revealed the following information: reporter's concern is maintenance radar release requirements not being effectively coordinated with the shift on duty work force. Reporter concedes that radar maintenance policy may have been effected with another controller union steward. Reporter recognizes that cenrap is 'the other radar system.' when in use, the reporter alleges cenrap requires the terminal approach controller to utilize en route radar separation and function requirements, basically reducing system capacity, requiring additional and more restrictive traffic management coordination with adjoining facilities. Reporter alleges that maintenance 'does not really understand' the additional requirements put on controllers to work under cenrap. Reporter wants maintenance to schedule ASR down times during the wkend, when traffic volume is substantially less. Reporter does not know why maintenance was not scheduled for the wkend.

Narrative: TYPICAL CENRAP PROBS! I NOW QUESTION THE TIMES THAT MAINT SCHEDULES TO TAKE RADAR OTS. CONSIDER THIS RPT FILED BY EACH AND EVERY CTLR FROM MOBILE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR'S CONCERN IS MAINT RADAR RELEASE REQUIREMENTS NOT BEING EFFECTIVELY COORDINATED WITH THE SHIFT ON DUTY WORK FORCE. RPTR CONCEDES THAT RADAR MAINT POLICY MAY HAVE BEEN EFFECTED WITH ANOTHER CTLR UNION STEWARD. RPTR RECOGNIZES THAT CENRAP IS 'THE OTHER RADAR SYS.' WHEN IN USE, THE RPTR ALLEGES CENRAP REQUIRES THE TERMINAL APCH CTLR TO UTILIZE ENRTE RADAR SEPARATION AND FUNCTION REQUIREMENTS, BASICALLY REDUCING SYS CAPACITY, REQUIRING ADDITIONAL AND MORE RESTRICTIVE TFC MGMNT COORD WITH ADJOINING FACILITIES. RPTR ALLEGES THAT MAINT 'DOES NOT REALLY UNDERSTAND' THE ADDITIONAL REQUIREMENTS PUT ON CTLRS TO WORK UNDER CENRAP.
