Narrative:
WX was 1/2 mi, fog. We called for taxi from cargo ramp (aus) to runway 17R. Aircraft had to report position because of fog. Ground controller was extremely busy. We called for taxi and thought he said 'cleared to taxi runway 17R.' we were very close to runway 17R, so quickly changed to tower who told us ground was unaware we were taxiing. We should have clarified with ground, but he was extremely busy and we were so close to runway, we did not.

Title: UNAUTH TAXI DURING REDUCED VISIBILITY BY AN MD10 CARGO FLT AT AUS, TX.
Narrative: WX WAS 1/2 MI, FOG. WE CALLED FOR TAXI FROM CARGO RAMP (AUS) TO RWY 17R. ACFT HAD TO RPT POS BECAUSE OF FOG. GND CTLR WAS EXTREMELY BUSY. WE CALLED FOR TAXI AND THOUGHT HE SAID 'CLRED TO TAXI RWY 17R.' WE WERE VERY CLOSE TO RWY 17R, SO QUICKLY CHANGED TO TWR WHO TOLD US GND WAS UNAWARE WE WERE TAXIING. WE SHOULD HAVE CLARIFIED WITH GND, BUT HE WAS EXTREMELY BUSY AND WE WERE SO CLOSE TO RWY, WE DID NOT.
