Narrative:
I flew down to meet some friends off the coast. They were in a boat. I was in the aircraft. We had 2-WAY radio communication, and made reasonable precautions to avoid injury or damage to any person or anyone's property. I dropped a black garbage bag with 4 bags of ice in it down to the boat. My friend swam out to get it. As they did the sheriff's office pulled up to the boat to see what was in the bag, thinking it looked like drugs being dropped. I understand their concern with how it may have appeared, but I was simply doing a favor for a friend, by dropping a bag of ice down to him. I realize now that dropping anything from an aircraft in this day and age is probably not a good idea.
