Narrative:
On apr/mon/04 at psp airport, tower gave us a takeoff clearance. We started to roll past the hold short bar for takeoff. I asked the sic to confirm we were cleared for takeoff. The first officer called tower to confirm takeoff clearance and the tower told us to hold short. The main landing gear was just past the hold short bars. I then took over the radio and told tower we were past the hold short bar and tower responded with 'roger.' I looked up and saw a light jet on short final for runway 31L. My aircraft and the landing aircraft were not in any danger of colliding, so I stayed in the same place just past the hold short bar. We were then cleared for takeoff and left psp. The controller was working clearance delivery, ground, and tower. He was too busy to do all 3 effectively. I believe this was the reason for the confusion.

Title: C560 DEP FROM PSP CROSSED HOLD LINE WITH ACFT ON SHORT FINAL.
Narrative: ON APR/MON/04 AT PSP ARPT, TWR GAVE US A TKOF CLRNC. WE STARTED TO ROLL PAST THE HOLD SHORT BAR FOR TKOF. I ASKED THE SIC TO CONFIRM WE WERE CLRED FOR TKOF. THE FO CALLED TWR TO CONFIRM TKOF CLRNC AND THE TWR TOLD US TO HOLD SHORT. THE MAIN LNDG GEAR WAS JUST PAST THE HOLD SHORT BARS. I THEN TOOK OVER THE RADIO AND TOLD TWR WE WERE PAST THE HOLD SHORT BAR AND TWR RESPONDED WITH 'ROGER.' I LOOKED UP AND SAW A LIGHT JET ON SHORT FINAL FOR RWY 31L. MY ACFT AND THE LNDG ACFT WERE NOT IN ANY DANGER OF COLLIDING, SO I STAYED IN THE SAME PLACE JUST PAST THE HOLD SHORT BAR. WE WERE THEN CLRED FOR TKOF AND LEFT PSP. THE CTLR WAS WORKING CLRNC DELIVERY, GND, AND TWR. HE WAS TOO BUSY TO DO ALL 3 EFFECTIVELY. I BELIEVE THIS WAS THE REASON FOR THE CONFUSION.
