Narrative:
Melbourne flight data got an IFR release for cga X from patrick approach control. Local control cleared cga X for takeoff runway 9R. Cga X was cleared up to 5000' initially per clearance. I was working flight data position and turned to observe a bmb jet ene of the departure path of runway 9R. I told local controller who immediately passed the traffic on to cga X. The bmb was in and out of broken clouds east of melbourne airport. Cga X did not observe the bmb at first but then advised the tower he had him in sight. Cga X was at this point 1 mi east of the departure end of runway 9R. Patrick approach control called melbourne flight data and asked if we were still in contact with cga X. I acknowledged affirmative, and that we pointed traffic out to cga X. Patrick approach asked if we would have him maintain 1500'. I advised patrick approach that we had already pointed traffic out and that by this time the bmb was already south of the departure path of runway 9R and no longer a factor.

Title: BMB CROSSED THE END OF RWY IN FRONT OF A DEP ACFT.
Narrative: MELBOURNE FLT DATA GOT AN IFR RELEASE FOR CGA X FROM PATRICK APCH CTL. LCL CTL CLRED CGA X FOR TKOF RWY 9R. CGA X WAS CLRED UP TO 5000' INITIALLY PER CLRNC. I WAS WORKING FLT DATA POSITION AND TURNED TO OBSERVE A BMB JET ENE OF THE DEP PATH OF RWY 9R. I TOLD LCL CTLR WHO IMMEDIATELY PASSED THE TFC ON TO CGA X. THE BMB WAS IN AND OUT OF BROKEN CLOUDS E OF MELBOURNE ARPT. CGA X DID NOT OBSERVE THE BMB AT FIRST BUT THEN ADVISED THE TWR HE HAD HIM IN SIGHT. CGA X WAS AT THIS POINT 1 MI E OF THE DEP END OF RWY 9R. PATRICK APCH CTL CALLED MELBOURNE FLT DATA AND ASKED IF WE WERE STILL IN CONTACT WITH CGA X. I ACKNOWLEDGED AFFIRMATIVE, AND THAT WE POINTED TFC OUT TO CGA X. PATRICK APCH ASKED IF WE WOULD HAVE HIM MAINTAIN 1500'. I ADVISED PATRICK APCH THAT WE HAD ALREADY POINTED TFC OUT AND THAT BY THIS TIME THE BMB WAS ALREADY S OF THE DEP PATH OF RWY 9R AND NO LONGER A FACTOR.
