Narrative:

On oct/xx/89, I was PIC on a flight plan out of fairbanks, ak. This flight was a photo mission that was to take the entire day with refueling stops in northway and gulkana, ak. I received a briefing from fai FSS and NOTAMS for northway and gulkana. A portion of this flight required photos west of valdez. I consulted my alaska supplement regarding CTAF frequency for valdez and contacted cordova radio during my transition over the valdez area. I heard another aircraft reporting a position while landing at valdez. When we completed our photos west of valdez, I proceeded on course for gulkana and refueling. My passenger asked if we could obtain fuel in valdez and after consulting my supplement and determining that fuel was available I informed him that we could. I reported traffic on the CTAF and landed at valdez. While taxiing I asked cordova radio (valdez CTAF is remoted thru cordova) if they could direct me to fuel at the valdez airport. They told me to contact valdez tower for directions. Panic was my first reaction. I tried contacting tower on every tower frequency I knew, to no avail. I taxied by the tower and there was no one in the tower. I obtained fuel and a tower frequency from the fuel supplier and contacted tower for clearance to depart. I knew that during the summer valdez had a temporary tower in operation. I had heard on the news that the tower was now decommissioned. We are required to purchase and use current supplements and charts. I had consulted both and the only frequency listed for use at valdez is the CTAF of 122.2. There is a large sign on the valdez taxiway which has in large letters: CTAF-122.2 valdez tower. There is a cover over the place where the tower frequency was written.

I CONSULTED MY ALASKA SUPPLEMENT REGARDING CTAF FREQ FOR VALDEZ AND CONTACTED CORDOVA RADIO DURING MY TRANSITION OVER THE VALDEZ AREA. I HEARD ANOTHER ACFT REPORTING A POSITION WHILE LNDG AT VALDEZ. WHEN WE COMPLETED OUR PHOTOS W OF VALDEZ, I PROCEEDED ON COURSE FOR GULKANA AND REFUELING. MY PAX ASKED IF WE COULD OBTAIN FUEL IN VALDEZ AND AFTER CONSULTING MY SUPPLEMENT AND DETERMINING THAT FUEL WAS AVAILABLE I INFORMED HIM THAT WE COULD. I REPORTED TFC ON THE CTAF AND LANDED AT VALDEZ. WHILE TAXIING I ASKED CORDOVA RADIO (VALDEZ CTAF IS REMOTED THRU CORDOVA) IF THEY COULD DIRECT ME TO FUEL AT THE VALDEZ ARPT. THEY TOLD ME TO CONTACT VALDEZ TWR FOR DIRECTIONS. PANIC WAS MY FIRST REACTION. I TRIED CONTACTING TWR ON EVERY TWR FREQ I KNEW, TO NO AVAIL. I TAXIED BY THE TWR AND THERE WAS NO ONE IN THE TWR. I OBTAINED FUEL AND A TWR FREQ FROM THE FUEL SUPPLIER AND CONTACTED TWR FOR CLRNC TO DEPART. I KNEW THAT DURING THE SUMMER VALDEZ HAD A TEMPORARY TWR IN OPERATION. THERE IS A COVER OVER THE PLACE WHERE THE TWR FREQ WAS WRITTEN.
