Narrative:
Called FSS and filed ADIZ flight plan approximately XA15. Entered point brv VOR to W29. Called shenendoah (potomac) and received a discrete squawk code and ATC frequency 127.05 (quantico approach). Departed and near brv VOR at 2500 ft called quantico (127.05) for permission into the ADIZ. Received ADIZ clearance. Approximately 5 mins later (I was now inside ADIZ), I was told to stay out of class B and class D airspace and cleared to change communication frequency and good-bye. I challenged clearance 3 times since I was in ADIZ. They refused help on handoff! Contacted dca on 118.92 for help. They replied stay clear of class B and class D airspace and good-bye. Continued on to W29. Called andrews 119.3 for class B clearance. Told to stand by. By the time they got back to me, I had to descend to avoid class B airspace. Also saw military tanker on converging course. Deviated to right. Since they were not controling or talking to me, they could not even call out traffic. Continued to W29 (bay bridge) and landed without incident. I have flown this route at least 50 times round trip since sep/tue and have not had this happen before. I checked WX and NOTAMS and no change in ADIZ procedures were told to me. This is a flight safety issue and inconsistent. I was handled correctly earlier in the day. This is an accident or violation of an innocent pilot waiting to happen.callback conversation with reporter revealed the following information: reporter alleged that this was the first time a clearance route was not acknowledged. Reporter's concern was that not being 'cleared' by ATC would result in an air intercept. Reporter alleged that at other times en route to W29, pct would issue control turns away from the adw approach corridor due to landing traffic with subsequent 'resume navigation' from the controller. Having to take reporter's own conflict resolution was also a concern that 'he was doing it right.' reporter advised that a recent flight into and out of W29 included radar TA's.
