Narrative:
Hpn tower controller seemed overtaxed (perhaps overworked or lack of experience) and did not grant landing clearance until pilot requested it on short final. Crew did not receive taxi instructions on how to exit runway and chose a reverse high speed where taxiway H intersects both runways. This was the taxi instruction 1 week earlier received from tower and so it was a familiar exit route. Started the reversal at the intersection of the runways/taxiway and tower instructed not to use runway and crew proceeded further down the runway they had landed on to the next taxiway to exit runway.

Title: DC9 EXITING RWY AT HPN IS INSTRUCTED NOT TO USE RWY FOR TURNOFF.
Narrative: HPN TWR CTLR SEEMED OVERTAXED (PERHAPS OVERWORKED OR LACK OF EXPERIENCE) AND DID NOT GRANT LNDG CLRNC UNTIL PLT REQUESTED IT ON SHORT FINAL. CREW DID NOT RECEIVE TAXI INSTRUCTIONS ON HOW TO EXIT RWY AND CHOSE A REVERSE HIGH SPD WHERE TXWY H INTERSECTS BOTH RWYS. THIS WAS THE TAXI INSTRUCTION 1 WK EARLIER RECEIVED FROM TWR AND SO IT WAS A FAMILIAR EXIT RTE. STARTED THE REVERSAL AT THE INTXN OF THE RWYS/TXWY AND TWR INSTRUCTED NOT TO USE RWY AND CREW PROCEEDED FURTHER DOWN THE RWY THEY HAD LANDED ON TO THE NEXT TXWY TO EXIT RWY.
