Narrative:
Cleared by ground control to taxi eastbound on taxiway K, and to hold short of intersection with 'K3.' visibility was impaired due to rain, dusk, and water on windshield. Airport lighting (of taxi signs) was not on. I brought aircraft to a stop too late to hold short of intersection. Aircraft did block intersection. Failure to promptly use wipers, and the non illumination of taxiway signage contributed to me not recognizing intersection promptly, given the poor visibility conditions. Ground control then instructed me to vacate the intersection. Situation resolved. Contributing factors: first officer was busy with a checklist. I was flying day #4 of 4 days. I had been on duty 10 hours today -- possible fatigue.

Title: ACR DEP FROM PHL FAILS TO HOLD SHORT OF TXWY INTXN AS INSTRUCTED BY ATC.
Narrative: CLRED BY GND CTL TO TAXI EBOUND ON TXWY K, AND TO HOLD SHORT OF INTXN WITH 'K3.' VISIBILITY WAS IMPAIRED DUE TO RAIN, DUSK, AND WATER ON WINDSHIELD. ARPT LIGHTING (OF TAXI SIGNS) WAS NOT ON. I BROUGHT ACFT TO A STOP TOO LATE TO HOLD SHORT OF INTXN. ACFT DID BLOCK INTXN. FAILURE TO PROMPTLY USE WIPERS, AND THE NON ILLUMINATION OF TXWY SIGNAGE CONTRIBUTED TO ME NOT RECOGNIZING INTXN PROMPTLY, GIVEN THE POOR VISIBILITY CONDITIONS.
