Narrative:

On wallasey 1, yankee departure from egcc, we took off with altimeter setting of 0996 MB made xings of at or above 2500 ft at 257 degrees/8 DME, at or above 4000 ft at 257 degrees/13 DME and then changed to standard altimeter of 1013 MB approaching the transition altitude of 5000 ft. We were already above 5000 ft and had to descend 500 ft to get to 5000 ft. We were in VNAV. We had 5000 ft in the MCP. We found that the altimeter reads 1000 ft higher with 1013 MB set than with 0966 MB set. Our procedures manual says to set standard altimeter approaching the transition altitude. This caused confusion and required a 500 ft descent to go from 4500 ft to 5000 ft. The SID has a hard altitude of 5000 ft. It should either read 5000 ft or the transition altitude should be changed to 6000 ft. This is too ambiguous. Supplemental information from acn 616656: there was no other traffic on the TCASII and no loss of separation.

WE WERE ALREADY ABOVE 5000 FT AND HAD TO DSND 500 FT TO GET TO 5000 FT. WE WERE IN VNAV. WE HAD 5000 FT IN THE MCP.
