Narrative:

Approaching ccr from the north, I reported my position and ATIS and requested runway 19R. Due to 2 aircraft on the IFR approach (in VFR conditions), I was asked if I would accept runway 19L (the smaller runway). I accepted and was cleared to land on runway 19L. Due to rather heavy traffic at the time and knowing another aircraft was right behind me, I turned off to the right on taxiway C (about 1/2 way down the runway) instead of rolling all the way to the end. The tower controller advised me to 'hold short' of runway 19R and I acknowledged. This is the old taxiway which used to be runway 24 many yrs ago, which has big white letters spelling out 'concord' on it. The letters haven't been painted in a long time and have cracks in the paint. I haven't been on that taxiway in many yrs and the thought occurred to me as I rolled onto it that it appeared very 'cluttered.' the controller again advised to hold short of runway 19R and I again acknowledged. I did not see any 'hold short' lines but did stop well back from runway 19R. As I sat waiting I heard the tower controller urgently advising the aircraft about to land on runway 19R to 'go around,' and I wondered in amazement -- 'why?' after the aircraft went by, the tower controller cleared me to cross runway 19R and contact ground on the other side. The ground controller cleared me to my hangar, but said to advise when I was able to copy down a phone number to call the tower when I got to the hangar. When I called, the tower advised me that I had crossed the 'hold' lines before I stopped. This was the first time I realized I had allegedly done something wrong. The following day, with the help of an airport employee, I took some photographs which show the clutter and the 'hold' lines are not very apparent. I did not knowingly cross the hold lines and feel very badly about this calling, but believe the clutter and glare of the afternoon sun played a big part in this. At no time was this an unsafe situation with regard to the aircraft landing on runway 19R as I was many ft from the runway edge.

THE TWR CTLR ADVISED ME TO 'HOLD SHORT' OF RWY 19R AND I ACKNOWLEDGED. THIS IS THE OLD TXWY WHICH USED TO BE RWY 24 MANY YRS AGO, WHICH HAS BIG WHITE LETTERS SPELLING OUT 'CONCORD' ON IT. AS I SAT WAITING I HEARD THE TWR CTLR URGENTLY ADVISING THE ACFT ABOUT TO LAND ON RWY 19R TO 'GO AROUND,' AND I WONDERED IN AMAZEMENT -- 'WHY?' AFTER THE ACFT WENT BY, THE TWR CTLR CLRED ME TO CROSS RWY 19R AND CONTACT GND ON THE OTHER SIDE. THE GND CTLR CLRED ME TO MY HANGAR, BUT SAID TO ADVISE WHEN I WAS ABLE TO COPY DOWN A PHONE NUMBER TO CALL THE TWR WHEN I GOT TO THE HANGAR. WHEN I CALLED, THE TWR ADVISED ME THAT I HAD CROSSED THE 'HOLD' LINES BEFORE I STOPPED. THIS WAS THE FIRST TIME I REALIZED I HAD ALLEGEDLY DONE SOMETHING WRONG. THE FOLLOWING DAY, WITH THE HELP OF AN ARPT EMPLOYEE, I TOOK SOME PHOTOGRAPHS WHICH SHOW THE CLUTTER AND THE 'HOLD' LINES ARE NOT VERY APPARENT. I DID NOT KNOWINGLY CROSS THE HOLD LINES AND FEEL VERY BADLY ABOUT THIS CALLING, BUT BELIEVE THE CLUTTER AND GLARE OF THE AFTERNOON SUN PLAYED A BIG PART IN THIS. AT NO TIME WAS THIS AN UNSAFE SIT WITH REGARD TO THE ACFT LNDG ON RWY 19R AS I WAS MANY FT FROM THE RWY EDGE.
