Narrative:
Request for taxi by PNF (captain PIC) resulted in clearance to runway 27R phl. Ground was asked by PNF if runway 35 was available. After considerable discussion, runway 35 was not available. Clearance to runway 27R obtained. At hold short line runway 26, PF requested confirmation of clearance to cross. PNF stated 'cleared to cross.' as PF crossed hold short line, observed aircraft on short final runway 8. Aircraft stopped short of runway 8/26, but past hold short line. PF asked PNF to contact ground regarding clearance. Prior to PNF calling ground, ground asked if we were holding short. PNF advised, 'yes, but slightly past hold short line.' landing aircraft on runway 8 stopped and exited at least 1500-2000 ft away from reporter's aircraft. Contributing factors: confusion regarding initial runway assignment due to PNF request for runway not in use, taxi/pretkof checklist duties, PF reluctance to insist PNF confirm taxi clearance (since he was captain PIC). Postflt discussion confirmed we should have confirmed clearance with ground controller, since we were not in agreement.

Title: RWY INCURSION AS A TAXIING C560 FLT CREW CROSSES THE HOLD SHORT LINE OF ACTIVE RWY 8-26 AFTER FAILING TO VALIDATE THEIR TAXI CLRNC TO RWY 27R AT PHL.
Narrative: REQUEST FOR TAXI BY PNF (CAPT PIC) RESULTED IN CLRNC TO RWY 27R PHL. GND WAS ASKED BY PNF IF RWY 35 WAS AVAILABLE. AFTER CONSIDERABLE DISCUSSION, RWY 35 WAS NOT AVAILABLE. CLRNC TO RWY 27R OBTAINED. AT HOLD SHORT LINE RWY 26, PF REQUESTED CONFIRMATION OF CLRNC TO CROSS. PNF STATED 'CLRED TO CROSS.' AS PF CROSSED HOLD SHORT LINE, OBSERVED ACFT ON SHORT FINAL RWY 8. ACFT STOPPED SHORT OF RWY 8/26, BUT PAST HOLD SHORT LINE. PF ASKED PNF TO CONTACT GND REGARDING CLRNC. PRIOR TO PNF CALLING GND, GND ASKED IF WE WERE HOLDING SHORT. PNF ADVISED, 'YES, BUT SLIGHTLY PAST HOLD SHORT LINE.' LNDG ACFT ON RWY 8 STOPPED AND EXITED AT LEAST 1500-2000 FT AWAY FROM RPTR'S ACFT.
