Narrative:
I taxied the aircraft to gate at phl and stopped short to wait for a marshaller. He arrived with unlighted wands and began directing me toward the parking spot. Airline general operating manual requires lighted wands during nighttime, so I did not move the aircraft. A fuel truck came around gate, drove in front of my airplane, swerved to the right then, to avoid hitting the jetway, swerved to left and continued sebound at an excessive rate of speed. Had I not followed company policy and moved the aircraft toward the gate, the fuel truck would have hit the aircraft. Lucky for us, the marshaller did not have lighted wands!
