Clearance problem. Could not contact ATC on ground. No phone on airport. No cell phone coverage. Tried to get clearance in the air. I believe this is a safety issue. They need remote transmitter on airport.

Title: A C172 PLT IS CONCERNED THAT THERE IS NO WAY TO GET A HOLD OF ATC ON THE GND AT OGM TO OBTAIN A CLRNC.
Narrative: CLRNC PROB. COULD NOT CONTACT ATC ON GND. NO PHONE ON ARPT. NO CELL PHONE COVERAGE. TRIED TO GET CLRNC IN THE AIR. I BELIEVE THIS IS A SAFETY ISSUE. THEY NEED REMOTE XMITTER ON ARPT.
