Narrative:
I was receiving flight lessons in american champ aircraft model 7KCAB from a flight club instructor located at ojc. We were practicing touch and goes when on our 2ND landing, it felt like the right main wheel or strut gave. The plane dipped to the right and then sprung back to left as though the brakes had locked. I gave it gas to do a go around. Airplane went off runway and before I gained enough altitude, it struck a taxi light on the bottom side of the plane which tore the fabric. We reentered the pattern, declared an emergency and landed. Instructor and I discussed what had happened and we both felt the approach looked good. Our thought at the time, was the wheel had fallen off or went flat. Runway is a north/south. The winds at this time were 4 mph at south/east. Visibility was good. I'm an a&P with 3700 total hours. My instructor is a retired airline captain, 25000 total hours. We both think either the strut gave or the wheel stopped rolling. No one was on the brake at this time. We were in the center of the runway landing and the plane rolled about 10 ft. It pulled to the right and then left. I think the plane's brakes might have stuck.
