Narrative:

2 aircraft on parallel courses and aircraft X was at 8000 ft and issued 7000 ft. Aircraft Y was at 9000 ft and issued 8000 ft when it was assumed aircraft X had started descent to 7000 ft showing 7900 ft in data block. Another aircraft blocked aircraft X readback and the pilot said he never got the descent clearance. Contributing factors would be the noise level in the control room with a lot of background noise and speakers blaring.

Narrative: 2 ACFT ON PARALLEL COURSES AND ACFT X WAS AT 8000 FT AND ISSUED 7000 FT. ACFT Y WAS AT 9000 FT AND ISSUED 8000 FT WHEN IT WAS ASSUMED ACFT X HAD STARTED DSCNT TO 7000 FT SHOWING 7900 FT IN DATA BLOCK. ANOTHER ACFT BLOCKED ACFT X READBACK AND THE PLT SAID HE NEVER GOT THE DSCNT CLRNC. CONTRIBUTING FACTORS WOULD BE THE NOISE LEVEL IN THE CTL ROOM WITH A LOT OF BACKGROUND NOISE AND SPEAKERS BLARING.
