Narrative:
Air carrier X at FL280 was issued a descent to FL240. Air carrier Z at FL280 read back to clearance. Transmission was weak and garbled. Bad readback was not heard. Separation lost with aircraft Y at FL270. Air carrier Z was 300 mi from his destination and should not have descended without questioning the clearance. If air carrier Z had been TCAS equipped he would not have descended.

Title: ZID CTLR EXPERIENCED OPERROR AT FL280 WHEN WRONG ACFT ACCEPTED DSCNT CLRNC AND CTLR FAILED TO RECOGNIZE READBACK.
Narrative: ACR X AT FL280 WAS ISSUED A DSCNT TO FL240. ACR Z AT FL280 READ BACK TO CLRNC. XMISSION WAS WEAK AND GARBLED. BAD READBACK WAS NOT HEARD. SEPARATION LOST WITH ACFT Y AT FL270. ACR Z WAS 300 MI FROM HIS DEST AND SHOULD NOT HAVE DSNDED WITHOUT QUESTIONING THE CLRNC. IF ACR Z HAD BEEN TCAS EQUIPPED HE WOULD NOT HAVE DSNDED.
