Narrative:
The controller tried to contact aircraft X 5 times to descend him. Aircraft X did not respond. No radio contributed to incident. When I pointed out the sts arrival to sector 41 they asked us to stop him at FL180 with no reason. Actually they were issuing instructions to separate our traffic in our airspace. We have different procedures and our radar refreshes 3 times faster. They shouldn't do that!

Title: NCT CTLR EXPERIENCED OPERROR AT FL180 WHEN ACFT FAILED TO ACKNOWLEDGE DESCENT CLRNC AND ZOA ISSUED UNEXPECTED CLRNC.
Narrative: THE CTLR TRIED TO CONTACT ACFT X 5 TIMES TO DSND HIM. ACFT X DID NOT RESPOND. NO RADIO CONTRIBUTED TO INCIDENT. WHEN I POINTED OUT THE STS ARR TO SECTOR 41 THEY ASKED US TO STOP HIM AT FL180 WITH NO REASON. ACTUALLY THEY WERE ISSUING INSTRUCTIONS TO SEPARATE OUR TFC IN OUR AIRSPACE.
