Narrative:

The controller tried to contact aircraft X 5 times to descend him. Aircraft X did not respond. No radio contributed to incident. When I pointed out the sts arrival to sector 41 they asked us to stop him at FL180 with no reason. Actually they were issuing instructions to separate our traffic in our airspace. We have different procedures and our radar refreshes 3 times faster. They shouldn't do that!
