Narrative:
A maintenance ferry to perry-warsaw to drop off a C182 for an alternator repair was scheduled for the evening. Briefings were received through duats as well as through flight service. All briefings advised of the NOTAMS for perry-warsaw (01G); which consisted of runway 10/28 closed during certain hours. These hours did not include the scheduled arrival time of XA00 local. Upon arrival at perry; runway 10/28 was found to be closed; with construction equipment marking off the intersection of the grass runway (4/22). A normal landing was conducted on runway 22; but due to the low electrical power situation; a no-flap landing on runway 4/22 could have been potentially dangerous. Due to the conservation of battery power on the flight down; there was not enough battery power to allow for flap deployment and retraction should a go around become necessary. Had the NOTAM been more accurate; more extensive steps to conserve battery power would have been taken; and additional preparation or possible cancellation for the maintenance ferry would have been conducted.

ALL BRIEFINGS ADVISED OF THE NOTAMS FOR PERRY-WARSAW (01G); WHICH CONSISTED OF RWY 10/28 CLOSED DURING CERTAIN HRS. THESE HRS DID NOT INCLUDE THE SCHEDULED ARR TIME OF XA00 LCL. UPON ARR AT PERRY; RWY 10/28 WAS FOUND TO BE CLOSED; WITH CONSTRUCTION EQUIP MARKING OFF THE INTXN OF THE GRASS RWY (4/22). A NORMAL LNDG WAS CONDUCTED ON RWY 22; BUT DUE TO THE LOW ELECTRICAL PWR SIT; A NO-FLAP LNDG ON RWY 4/22 COULD HAVE BEEN POTENTIALLY DANGEROUS.
