Narrative:

Starting initial descent, power brought to idle, right engine failed. 1ST restart was successful. Right engine failed again around 6000 ft on turn to final approach course. 2ND attempt to restart failed due to lack of fuel flow/slow airspeed (190 KTS). Accomplished single engine approach and landing procedures and landed uneventfully in sbgr (sao paulo, brazil). As a note, during the last few hours of flight, fuel quantity continued to fall below plan with numerous fuel balancing procedures required between wing tanks. On final, the right fire handle was pulled in case there was a fuel leak from the engine even though there was no fire. Supplemental information from acn 620872: did not declare emergency for following reasons, mins from touchdown, needed time to run checklists for safe landing, had clearance to land which was our intention, did not want distraction of explaining emergency and answering questions during critical phase of flight. In retrospect, it would have been good to call for fire truck in the event the fuel leak which caused the flameout was still a potential hazard. Dispatch was not notified as we were safely at the gate at our destination. It was my understanding that sbgr personnel would determine the nature of the problem and coordinate with maintenance and dispatch.
