Narrative:
Aircraft #1 cleared on abnormal route, head-on to normal traffic flow. Aircraft #2 (regional jet), phl departure over mxe wbound. Sector was busy. Adjacent sector holding for phl. Aircraft #1 was descending for arrival into ptw. Asked aircraft 2 times for good rate of descent. Had no room to vector aircraft. Asked departure for good rate of climb. After loss of separation, learned that aircraft #1 descended at less than 1000 FPM, and aircraft #2 climbed at less than 2000 FPM. Both aircraft should have informed controller sooner.

Title: ZNY CTLR EXPERIENCED OPERROR AT 12000 FT INVOLVING CLBING AND DSNDING ACFT INTO AND FROM PHL AIRSPACE.
Narrative: ACFT #1 CLRED ON ABNORMAL RTE, HEAD-ON TO NORMAL TFC FLOW. ACFT #2 (REGIONAL JET), PHL DEP OVER MXE WBOUND. SECTOR WAS BUSY. ADJACENT SECTOR HOLDING FOR PHL. ACFT #1 WAS DSNDING FOR ARR INTO PTW. ASKED ACFT 2 TIMES FOR GOOD RATE OF DSCNT. HAD NO ROOM TO VECTOR ACFT. ASKED DEP FOR GOOD RATE OF CLB. AFTER LOSS OF SEPARATION, LEARNED THAT ACFT #1 DSNDED AT LESS THAN 1000 FPM, AND ACFT #2 CLBED AT LESS THAN 2000 FPM. BOTH ACFT SHOULD HAVE INFORMED CTLR SOONER.
